Incremental Static Regeneration is a technique used to build statically generated websites with dynamic content. It combines the benefits of both static and dynamic websites, that allows fast and efficient content delivery, while still providing dynamic functionality.

With ISR, the initial rendering of a website is done statically, meaning that the HTML, CSS, and JavaScript files are generated and stored on a server. When users visit the website, they receive the pre-generated files and can interact with the content immediately. When a change is made to the content, the website is regenerated, and the new content is served to the user the next time they visit the site.
