Get:3 http://deb.debian.org/debian buster-updates InRelease [51.9 kB]
Hit:4 http://deb.debian.org/debian buster-backports InRelease

What is the reason?
I was thinking that if I buy new VPS everything should be working well.

It looks like, your VPS provider uses older Debian image than added in the repository source file.
You can solve the problem running:
sudo apt-get --allow-releaseinfo-change-suite update
Now sudo apt-get update should be working too.
